Gowa’s Budget Absorption Hits Second Lowest in South Sulawesi
Realization of local spending in Gowa reached only 19.40 percent, the second lowest figure in South Sulawesi after Luwu Timur’s 15.26 percent and well below the national average of 36.15 percent.
The low absorption coincides with the absence of any discussion on a Revised APBD for 2026.
Director of the Komite Pemantau Legislatif (Kopel) Indonesia, Herman Kajang, said the budgeting process in Gowa was already late. “Seharusnya sudah masuk pembahasan APBD Perubahan. Di minggu kedua September ini sudah harus ada antara kepala daerah dengan Badan Anggaran DPRD,” kata Herman, Selasa, 06/10/2026.
Chairman of Commission I of Gowa DPRD, Asrul Makkaraus Sujiman, explained that the council could not discuss the revised budget because the executive had not submitted required documents. He mentioned missing items such as first semester realization report, draft regional regulation on APBD accountability, and KUA-PPAS for the revised budget.
The council has sent three letters to the Gowa Regional Government, on 24 Agustus, 2 September, and 06/10/2026.
However, the deadline for joint approval of the revised budget is 30 September according to Government Regulation Number 12 of 2019.

The missing documents include the first semester realization report, the draft regional regulation on APBD accountability, and the KUA-PPAS for the revised budget.
These omissions have stalled the budgeting process and kept the revised budget from being discussed.
