LBH LIRA Pasukan Adat Tomanurung filed a report with Polda Sulsel over an alleged forged deed that removed Qadriah Ningsih Rahmadani from her role as director and 45% shareholder of PT Rustika Global Indonesia.

The dispute centers on Deed of Change No. 01 issued by notary Andi Annisa Dwi Melantik Padjalangi, S.H., M.Kn., in Gowa Regency.

According to the complainants, the deed was created without a shareholders’ meeting and without informing Qadriah, causing her to lose her position and shares.

Ryan Latief La Kaseng, Chairman of LBH LIRA Pasukan Adat Tomanurung, said his client never received an invitation to a meeting, never appeared before a notary, and never granted any power of attorney for the change.

“Proses penerbitan akta perubahan struktur pengurus dan peralihan saham tersebut dilakukan tanpa pernah menyelenggarakan Rapat Umum Pemegang Saham (RUPS). Ibu Qadriah Ningsih Rahmadani selaku pemilik 450 lembar saham sah tidak pernah diundang, tidak pernah hadir di hadapan notaris, serta tidak pernah memberikan kuasa apa pun,” kata Ryan Latief La Kaseng, Ketua LBH LIRA Pasukan Adat Tomanurung, Senin, 28/09/2026.

The report cites articles 392, 393, and 492 of the Criminal Code as relevant legal bases for investigation.

LBH LIRA asked investigators to examine the entire process of the change, including the parties involved in issuing the deed.

The organization also filed a complaint against the notary with the Gowa Regency Notaries Supervisory Board for alleged violations of the Notaries Law and ethical rules.

Ryan said the notary should protect legal certainty and not facilitate fictitious deeds, urging the supervisory board to hold a hearing and impose sanctions if violations are proven.

He added that LBH LIRA will continue to monitor the case until the changes to the company’s management and ownership are clarified.

The police have not yet determined the legal status of those reported, pending further investigation.

The case highlights concerns about corporate governance and the importance of proper shareholder procedures in Indonesia.
